The Planning Authority is committed to ensuring that land use meets the needs of today’s society and future communities. 

The Authority has a vacancy in the post of Senior Support Services Officer the role requires the selected candidate to provide general office support services to the Authority, working closely with the Manager in providing administrative control over resources, providing technical advice, managing support services staff and supervise the delivery of contracted services.

Duties and areas of responsibilities:
  • Planned, coordinate and ensure the implementation of the general preventive and remedial repair and maintenance, general cleaning, gardening, landscaping, signage and security, of the buildings, equipment and furniture, apertures, mechanical and electrical installations and grounds of the premises controlled by the Authority.
  • Exercise independent judgment and initiative in coordinating all the related works, making recommendations to the Manager for remedial works to be undertaken, including the estimated costs involved.
  • Act on his/her own initiative as well as on reports received, to ensure the regular repair and maintenance, especially through preventive maintenance, of the buildings, equipment and furniture, apertures, mechanical and electrical installations, of the Authority. Draw up and maintain maintenance and work schedules to organize and supervise the work carried out by maintenance technicians and handymen.
  • Ensure that gardens and landscaped areas are kept clear and clean, appropriately maintained (including pruning), embellished and flowered at all times. Ensure that internal plants are properly maintained. Draw up and maintain a gardening schedule to organize and supervise the work carried out by gardeners/junior gardeners.
  • Ensure that the grounds and premises of the Authority are properly secured and guarded. Draw up and maintain a roster to organize and supervise the work carried out by security personnel.
  • Supervise cleaning services, and ensure that contractual obligations are respected and good cleaning standards are adhered to while keeping all grounds and premises of the Authority clean, safe and secure at all times.
  • Promote and maintain safe working practices, conditions and environment, for staff falling under his/her responsibility. Assist the Health and Safety Officer in investigating and writing
  • reports on accidents involving staff falling under his/her responsibility and/or damages to facilities and/or equipment.
  • Ensure that signage, as approved by the Manager, is adequately installed and maintained.
  • Assist the Manager in liaising with major contractors, architects, engineers and consultants as may be required.
  • Supervise minor contractors directly and keep proper records of works and services carried out.
  • Liaise with canteen operator, vending machines operator and other concession operators, as the need may arise, to ensure adherence to contractual obligations and a good level of service given to Authority staff.
  • Provide technical assistance to procurement officers in relation to purchases related to Support Services functions and requirements and check deliveries.
  • Assume responsibility for all stores. Administer and maintain an updated stock record of store items, issue stock items, including uniforms and safety equipment and implement procedures to ensure effective management of stocks.
  • Assist the Manager to develop appropriate standards for furniture, office equipment and services, etc.
  • Create and maintain an updated inventory of furniture, equipment and other fixed assets.
  • Administer the Authority’s fleet of vehicles in the most cost-effective manner, scheduling preventive maintenance programmes and ensuring the timely repair of damaged vehicles.
  • Provide support to Authority’s staff while on duty abroad, should the need arise, especially outside office hours.
  • Carry out various subsidiary tasks relevant to effective working in the job within the scope of normal flexibility and as instructed by the Management.

Successful candidates must be in possession of the following:

Qualifications and Experience:
Route A1
  • MQF 5 levels Diploma in Foundation of Engineering or similar equivalent qualification. 
  • A minimum of six (6) years of experience in at least one of the following:
  • precincts management, or
  • works management, or
  • maintenance of buildings, or
  • electrical or electronics or electrical installations, or construction or heating, ventilation and
  • air-conditioning, or plumbing
  • In possession of ECDL or ACAD or equivalent qualification in computer studies at MQF level 3

OR

MQF 4 Certificate in any one of the following:
Route A2
  • Electrical, or Construction Engineering, or Heating Ventilation and air-conditioning. 
  • A minimum of eight (8) years of experience in at least one of the following:
  • precincts management, or
  • works management, or
  • maintenance of buildings, or
  • electrical or electronics or electrical installations, or construction or heating, ventilation and air-conditioning, or plumbing
  • In possession of ECDL or ACAD or equivalent qualification in computer studies at MQF level 3

OR

Route A3
  • At least six (6) recognised qualifications at MQF Level 3 which include Maths, Maltese and
  • English, and any one of the following: Electronics, Electrical Installations, or Plumbing/Electrical.
  • A minimum of ten (10) years of experience in at least one of the following:
  • precincts management, or
  • works management, or
  • maintenance of buildings, or
  • electrical or electronics or electrical installations, or construction or heating, ventilation and air-conditioning or plumbing
  • In possession of ECDL or ACAD or equivalent qualification in computer studies at MQF level 3.

Skills:
Strong interpersonal and communication skills, leadership and supervisory qualities, capable of assuming responsibility, ability to work on own initiative, record-keeping, report-writing, ability to multi-task, computer literate, ability to communicate in verbal and written Maltese and English.

The position carries a starting annual salary and allowances of €28,990 a performance bonus and other benefits.
