Job Vacancy: Junior Analyst (Market Oversight) within Capital Markets Supervision

About Department
The Capital Markets Supervision Function oversees financial markets to ensure investor protection and orderly markets. This is achieved through various policy and supervisory work done at the stages of primary market, secondary market and post-trading.

The Capital Markets Supervision Function’s responsibilities include the processing of applications for admissibility to listing on regulated markets in Malta, the approvals of prospectuses in terms of the Prospectus Regulation, the supervision of the continuing obligations of companies having securities listed on regulated markets in Malta, the supervision of markets to identify any market abuse, the authorisation and supervision of trading venues, central securities depositories and crowdfunding platforms, the supervision of financial and non-financial entities falling under the scope of EMIR and SFTR, the data quality assurance of submissions made under EMIR, SFTR, MiFIR and CSDR, the supervision of administrators, contributors and users of benchmarks in terms of the Benchmarks Regulation and the oversight of activities in terms of the Securitisation Act and the Securitisation Regulation.

The Capital Markets Supervision is also actively involved in various other initiatives such as the DLT MTF Pilot Regime.

About The Role:
We are looking for a Junior Analyst to join the Market Oversight Team within the Capital Markets Supervision Function. The role primarily involves working towards the prevention of financial market abuse and the monitoring of financial markets in order to detect any suspicious trading activity.

The selected candidate will:

  • Work towards ensuring the integrity of financial markets in Malta through the detection and prevention of financial market abuse;
  • Engage in daily market surveillance;
  • Carry out work related to the implementation of the requirements contained in the Markets in Financial Instruments Directive (‘MiFID II’) and Markets In Financial Instruments Regulation (‘MiFIR’);
  • Assist with supervisory inspections relating to the prevention and detection of financial market abuse;
  • Assist in any policy formulation projects as may be necessary from time to time;
  • Assist in the development of the regulatory frameworks and legislative changes;
  • Attend to a number of fora at the European level which are hosted inter alia by the Council of the EU and the European Supervisory Authorities, if and as required;
  • Liaise and cooperate with foreign regulators; and
  • Assist in other duties, including any offsite supervisory work, as may be directed by the line manager.

About You:
We are looking for candidates with solid academic backgrounds in Banking and Finance, Accountancy, Economics or other relevant field of study. The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.

If you do not have the necessary academic or professional qualifications but you have at least five (5) years of relevant experience, we would still be interested in speaking with you.

The ideal applicant should demonstrate the following skills/experience:

  • Self-driven and ability to meet deadlines;
  • Interest in financial services, particularly the area of Capital Markets;
  • Attention to detail and strive for quality and accuracy of reports raised;
  • Excellent time management skills and ability to adapt to changing priorities as may be necessary;
  • Ability to maintain good working relationships with other team players and with the industry in general; and
  • Excellent verbal and written communication skills.

The preferred candidate will be given various opportunities to learn and be trained for the role, through various mechanisms which the Authority holds such as the Financial Supervisors Academy and on the job training.
