About Conduct Supervision:
The Conduct Supervision Function oversees the way in which firms, namely those providing services in the areas of banking, insurance, and investments, design their products and services as well as the manner in which these same firms manage their relationship with consumers. The Function ensures that consumers of financial services are treated fairly, honestly, and professionally by regulated entities. The ultimate objective of this function is to set up a regulatory framework that secures appropriate consumer protection in financial services. The Function also enacts a pre-emptive supervisory regime that addresses potential or emerging risks for financial services consumers, together with an operational regime to strengthen the responsibilities of regulated persons in treating customers fairly. The Conduct Supervision Function is also responsible for consumer awareness and education.

The Role:
The selected applicant would be required to undertake the following duties:
  • Working closely with the current Conduct team and focusing on setting a vision for the conduct of business supervision, MFSA needs to be and how to get there;
  • Developing and enabling the implementation of financial services consumer education campaigns, working closely with national agencies and bodies in the process;
  • Working on raising the standards within the industry by instilling a compliance culture within the area which the function supervises;
  • Representing the function and the Authority and participating in local and international fora on any issues relating to the function;
  • Ensuring the appropriate distribution of work tasks and the achievement of the set KPIs for individuals as well as a function;
  • Coordinating and liaising with the respective regulatory and management functions and other areas of the MFSA;
  • Actively work towards building strong relationships with other functions and improving communication and collaboration;
  • Leading, guiding, mentoring, and supporting function officials to develop the required skills to fulfill their duties;
  • Enabling adequate delegation to function officials to ensure the proper functioning of the team;
  • Ensuring the recruitment of staff as per budget, staff training, and performance appraisal processes;
  • Managing employee retention, ensuring adequate function structure and succession planning for the team;
  • Preparing resources ask for the function;
  • Maintaining policies and procedures relating to the function;
  • Dealing with issues relating to the affairs of the function;
  • Handling any other duties as assigned by the Chief Officer Supervision and as dependent on the exigencies of the MFSA.

About You:
We are looking for candidates with solid academic backgrounds in Law, Accountancy, Banking, and Finance or in Economics or another related background which may be considered relevant for this post. The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC), or a widely recognised professional qualification at a comparable level. A post-graduate degree in a related area would be considered an asset. You will also possess a minimum of eight (8) years working in a similar senior role and preferably with twelve (12) years in a senior role in the financial services sector.

If you do not have the necessary academic or professional qualifications, but you have at least fourteen (14) years of relevant experience, we would still be interested in speaking with you.

The ideal candidate should have:

  • Strong leadership and people management skills;
  • Excellent communication skills and analytical skills;
  • The ability to define priorities effectively;
  • Effective negotiating abilities; and
  • A collaborative attitude.

It was established by law on 23 July 2002 taking over supervisory functions previously carried out by the Central Bank of Malta, the Malta Stock Exchange, and the Malta Financial Services Centre. The Authority is a fully autonomous public institution and reports to Parliament on an annual basis.
