About Banking Supervision:
Banking Supervision is responsible for the supervision of Malta's banking, payment and e-money providers.  There are over 20 banks and 50 payment/e-money firms.

We represent Malta in EBA and ECB Committees as well as to the wider EU and domestic industry.  Our responsibility is to design and execute sector and individual firm strategies.  We do this through extensive internal and external collaboration to maintain stakeholder confidence in our approach.

The Role:
The Deputy Head for Financial Institutions in Banking forms part of the Senior Leadership Team of Banking Supervision. You will lead a team of 9 responsible for the MFSA’s strategy towards and oversight of all payment and E-money firms in Malta.

You will represent the MFSA externally to the sector and other key stakeholders such as government and European industry bodies.

The role is integrated into the management of the banking sector, you will also need to forge good working relationships with those working on the oversight of the VFA sector where business models are increasingly coming closer together, as well as other important MFSA stakeholders providing support to the supervisory work of the team.

Applicants should demonstrate a good understanding of the issues in the sector, previous experience managing delivery through others and managing change, and be able to prioritize flexibly in response to events and stakeholder concerns.
  • Lead, manage and mentor a high-performing and experienced team operating in a dynamic sector;
  • Develop, review and implement a sector strategy that delivers impact and improvements using MFSA’s resources most efficiently;
  • Contribute actively to the leadership of the department, improving its operations and providing input into the supervisory approach of regulated banks and financial institutions.
  • Deliver a strong working relationship with other MFSA departments to support the MFSA’s interests;
  • Lead the relationship with firms in the sector being capable of managing relationships with board members and senior management;
  • Represent the MFSA externally to government, EU bodies, and sector representatives;
  • Take responsibility for one’s own personal development and career management within the MFSA and contribute to the MFSA’s leadership team generally.

About You:
  • We are looking for candidates with a solid academic background in Banking, Finance, Economics, Accounts, Payment services, or in a relevant field.
  • The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC), or a widely recognized professional qualification at a comparable level.
  • You will also possess a minimum of six (6) years working in a similar senior role. Candidates with longer working experience relevant to the role will be preferred. If you do not have the necessary academic or professional qualifications but you have at least ten (10) years of relevant experience in a senior-level role, we would still be interested in speaking with you.
  • You will have leadership and management experience which you will use to motivate and develop your team to deliver your strategy and outcomes.
  • You will also have a track record of managing a complex and demanding set of stakeholders, ideally in a regulatory or policy environment.  Credibility with internal and external stakeholders is key to delivery in this role.
  • You will need to be comfortable operating across a range of business areas, including analyzing business models, governance and control structures, and operational and IT resilience.  Experience in the sector is desirable, and the capacity to learn and develop an understanding of the businesses and the challenges it faces are essential.

It was established by law on 23 July 2002 taking over supervisory functions previously carried out by the Central Bank of Malta, the Malta Stock Exchange, and the Malta Financial Services Centre.
