Job Vacancy: Analyst (Investment Firms) with Investment Services Supervision in Grade 7. 

About the Department:
The Investment Services Supervision Function is responsible for the authorisation and supervision of investment services licence holders and recognised persons. The Investment Firms Team in particular is responsible for the prudential supervision of Investment Firms. The oversight of these entities is executed by means of a combination of onsite and offsite supervision. The Investment Services Supervision Function is also involved in policy-related work.

The Role:
Within this role, you will form part of the Investment Firms Team of Securities and Markets Supervision. The following are some tasks you will be involved in:  

  • Undertaking assessments of licence holders through the compilation of high-standard reports
  • Acting as a contact point with licence holders, corresponding directly with them, reporting findings and resolving issues as they arise
  • Actively participating in onsite compliance interactions and supervisory meetings, ensuring that they are delivered with the required regulatory standards while interfacing with licence holders on an ongoing basis
  • Conducting desk-based reviews to determine whether licence holders are compliant with local primary and secondary legislation as well as regulations relating to investment services as updated from time to time, including financial documentation submitted to the MFSA on a periodic basis
  • Using judgement to identify high-risk cases and prioritising accordingly, escalating issues when necessary to senior management
  • Lead and implement the Supervisory Review and Evaluation Process for Investment Firms in line with the relevant EBA Guidelines emanating from the Investment Firm Directive and Regulation
  • Assist the Team in the implementation of EBA and ESMA Guidelines related to Investment Firms; and
  • Undertaking other supervisory tasks or projects as delegated by line management.

About You:
We are looking for candidates with solid academic backgrounds in Law, Accountancy, Banking and Finance or in Economics or Public Policy or in Statistics or other finance-related backgrounds, to increase the current pool of internal expertise in the Investment Services Supervision Function.  Experience related to the implementation of a Supervisory Review and Evaluation Process or a risk monitoring system/ tool will be considered an asset for this role.

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.

The candidate should possess the following skill set:

  • ability to multi-task and work on own initiative with minimum supervision;
  • be a self-motivated team player and able to adopt various roles within a team;
  • excellent verbal and communication skills;
  • ability to prioritise and deliver under pressure;
  • highly IT literate with advanced knowledge in spreadsheets and databases; and
  • sound analytical and judgemental skills compiling reports of a high standard.

You will also possess a minimum of three (3) years working in the area of financial services and/or compliance with financial services regulations for a number of years. Candidates with longer working experience relevant to the role will be preferred.

If you do not have the necessary academic or professional qualifications but you have at least seven (7) years of relevant experience, we would still be interested in speaking with you.
