Job vacancy: Analyst (Authorisations) within Securities Supervision in Grade 7

About Securities Supervision:
The Securities and Markets Supervision Function is responsible for supervising investment services license holders, collective investment schemes, trading venues, central securities depositories, financial and non-financial entities falling under the scope of EMIR or SFTR, and recognised private collective investment schemes, registered tied agents and recognised administrators. This Function is also responsible for the regulation and oversight of activities in capital markets including the processing of applications for admissibility to listing on Regulated Markets, the processing of notifications in terms of the Securitisation Act, the supervision of the continuing obligations of Listed Companies on Regulated Markets in Malta, the supervision of the markets to identify any market abuse and to carry out any appropriate reviews where applicable.

The Role:
We are looking for a talented analyst to form part of a dedicated team of highly skilled supervisors within Securities and Markets Supervision. The team is the first point of contact for the industry when seeking to obtain a licence to commence business in Malta. Individuals will have the opportunity to meet and discuss the business proposals of that applicant and review the application throughout its whole history until the licence is obtained. The role requires individuals to have exceptional time management skills and who thrive when working under pressure.

As an Analyst within the team you will be entrusted with the below duties and responsibilities:
  • Assessing shareholding structures, business plans, financial projections, and governance proposals in relation to entities licensed under the Investment Services Act;
  • Assessing the suitability of Members of the Board and of Key Function Holders;
  • Drafting memoranda to be presented to the relevant decision-making bodies within the MFSA;
  • Communicating effectively and persuasively at the level required to establish effective working relationships with key internal and external stakeholders;
  • Carrying out other tasks as may be delegated by the Head, Deputy Head, and/or Senior Manager.


About You:
We are looking for candidates with a solid academic background in law, accountancy or banking and finance, or other relevant fields of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level. You will also possess a minimum of three (3) years of working experience in a related area/similar post. Candidates with longer working experience relevant to the role will be preferred. Also, knowledge and/or experience in the field of information technology, virtual currencies, and their underlying technologies, would be considered an asset.

If you do not have the necessary academic or professional qualifications but you have at least seven (7) years of relevant experience in a similar related role, we would still be interested in speaking with you.

We are also looking for applicants with the following skills/experience:

  • Demonstrate interest in financial services;
  • Ability to give great attention to detail and be highly conscientious with the quality and accuracy of reports raised;
  • Excellent time management skills and ability to adapt to changing priorities as may be necessary;
  • Ability to maintain good working relationships with other team players and with the industry in general;
  • Excellent verbal and written communication skills.
