About Data Management and BI:
The Data Management and Business Intelligence (BI) function ensures timely and effective decision-making across the Authority through more effective data and records management, and business intelligence reporting, to support risk-based supervision. The team is responsible for driving data governance, data quality management, and integrity, as well as data architecture. The function also manages a centralised data warehouse and BI analytics platform to provide ongoing insights, analyses, and operational dashboards for end-users.

The Role:
The Data Governance Senior Manager plays a key role within the MFSA and is responsible for defining and enabling data governance and data management processes across the organisation.

We are looking for a technical out-of-the-box thinker with data management experience who knows how to execute data governance and data management initiatives but at the same time supports Data Owners and Data Stewards to succeed in their role.  This role requires someone with the ability and enthusiasm to oversee and drive critical initiatives defined as part of the MFSA digital transformation.  As a data management expert, you will play a key role in engaging key stakeholders and business users across the Authority.  You will represent the MFSA within European Union and local government structures with the key purpose of setting common data definitions, data quality processes and streamlined ways of engaging the industry.

The key programme currently in place for delivering this is the data governance programme.  You will need to interface with diverse stakeholders including project managers, business analysts, technical and business teams.  To be successful you should demonstrate the ability to balance excellent analytical and technical skills whilst clearly driving communication and collaboration with other key partners.  As a member of the team you will also have the opportunity to leverage your passion for data management / data governance to define and deliver high impact strategies and solutions.  A clear process will be in place for ensuring that the finally delivered solutions will meet data quality standards, are well communicated internally/externally and are supported with the relevant training, policies, procedures and documentation.

As a successful candidate you will be responsible for:
  • Define and implement the Authority’s data governance charter, data governance programme and data quality framework.
  • Drive the planning and prioritisation process for delivering against the data governance programme
  • Track and measure progress against charter and programme objectives set out.
  • Stay abreast of any data-related European regulations which may impact on the Authority’s data polices and architecture.
  • Act as a data governance champion and lead data steward, communicating and reinforcing the importance of data governance.
  • Support the implementation of data quality, data catalogue / lineage tools.
  • Define and monitor metrics and quality/compliance checks which support data governance and data quality framework objectives.
  • Act as lead for coordinating/driving activities within the various data governance forums internally, locally and European level.
  • Establish a well-defined data asset register that properly classifies each asset based on sensitivity, quality, criticality, taxonomy and lifecycle.
  • Develop expert business knowledge and solutions in the above areas of focus.
  • Drive continuous improvement of data governance and data management practices in line with international standards.
  • Collaborate across the organization to develop, implement, and maintain enterprise data policies and standards.
  • Launch data governance programme initiatives, delivering high quality training and communications in collaboration with relevant teams.
  • In liaison with other data management colleagues test solutions to ensure data quality principles are maintained as may be required.

About You:
We are looking for a confident and articulate communicator that is capable of driving strong collaboration across multi-disciplinary functions. A structured and data-driven analytical approach together with an attention to detail is also very important.

Eligibility Criteria:
  • Bachelor’s degree in Computer Science, Computer Information Systems or similar at MQF Level 6
  • Experienced in data management techniques/standards for delivering high quality data
  • Experience working with data governance tools, financial supervision or financial sector regulation is a plus.
The applicant should also possess a minimum of eight (8) years working experience in similar environment. Candidates with longer working relevant experience will be preferred.

If you do not have the necessary academic or professional qualifications but you have at fifteen (15) years of relevant experience within a relevant field, we would still be interested in speaking with you.
