The Analyst (Market Modelling) will execute tasks and projects, particularly related to research, analysis, reporting, and modelling, in sectored areas falling under the regulatory supervision of the MCA. Participation and contributions will span towards the achievement of MCA objectives across operational disciplines.

Main Responsibilities

• Collect market, economic, and financial information for Electronic Communications and Postal Services, analyse it, and execute other processes related thereto;

• Compilation, validation/quality assurance, and reporting of data gathered by the MCA, other internal/external information, and publications;

• Carry out research, assimilate markets intelligence, and recommend strategic options with respect to areas assigned;

• Assist in information modelling related to the regulation of market players on issues such as such as pricing, cost modelling, and benchmarking;

• Assist in the implementation of the EU frameworks;

• Perform other duties as assigned by the Senior Manager, Market Modelling or unit Chief.

Key Selection Criteria

• A recognised qualification at*: 

o MQF Level 7 in statistics, economics, accountancy, or other business fields; 

OR

o MQF Level 6 in statistics, economics, accountancy, or other business fields, plus two (2)
years relevant work experience.

• Knowledge of analytical methods, research work, and data modelling will be considered an asset;

• Have an aptitude to evaluate information and report on findings;

• Ability to work as a member of a team;

• Proficient in the use of IT tools, particularly for data analytics, presentation and office automation; 

• Excellent interpersonal communication skills; and

• Proficient verbal and written command of the English language**.

Additional Notes:

* A recognised qualification comparable to the number of credits, as applicable, is only accepted subject to an MQRIC formal recognition statement. MQRIC Formal recognition statement is to be forwarded with the application by the closing time and date of this call for applications.

** Selected candidates will be required to undertake a structured programme in the Maltese language to at least MQF Level 2, unless they are already in possession of such qualification.

By the closing time and date of this call for applications, applicants must be:

a) citizens of Malta; or

b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or

e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the ‘Status of Long-Term Residents (Third Country Nationals) Regulations, 2006’ or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the ‘Family Reunification Regulations, 2007’; or

f) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.


The Malta Communications Authority was set up to regulate communications services, which include, fixed and mobile telephony, Internet and TV distribution services. It also regulates the postal sector and eCommerce services and Malta’s radio spectrum resources. This year, the Authority’s mandate has been further extended to include responsibility for developing Malta’s ICT potential through innovation. We also implement initiatives aimed at ensuring that every business and individual has the competences to beneficially use ICT and engage in online activities. On the consumer front, we implement programmes to ensure that consumers are well informed about their rights and about the various offers available to them.
