Job vacancy: Senior Analyst (Policy) within Banking Supervision Unit in Grade 6

About Banking Supervision Unit:
The Banking Supervision function within the MFSA is entrusted with the onsite and ongoing surveillance of licensed banks and non-bank financial institutions following the issue of their licence from the Authorisation Unit. The Policy Section within Banking Supervision provides policy stances and advice, both within the MFSA and to external stakeholders, with a view to the consistent and effective application of the local legislation as well as European Regulations and Directives. The section is also tasked with the transposition and application of such EU legislation and guidelines issued by the European Banking Authority.

The Role:
The successful candidate will join a multidisciplinary team and will be expected to provide efficient and professional advice on policy-related matters and contribute to the various duties that are undertaken by Banking Supervision, including the following tasks as necessary:
  • Managing and mentoring analysts within the team and contributing towards a broad range of responsibilities, including, but not limited to:
    • Providing, reviewing, and overseeing work on policy stances on regulatory issues;
    • Assisting and overseeing the development and drafting of regulatory amendments;
    • Assisting and overseeing the transposition of any relevant EU Directives and the implementation of EBA Guidelines and regulatory technical standards;
    • Participating, reviewing, and overseeing the development of procedures.
  • Attending and participating in local and overseas training, meetings, and working groups, particularly those relating to the EBA, ECB, ESRB and BIS and other European regulatory bodies, and providing input as required;
  • Coordinating and attending to stakeholders' questions related to the supervision and regulation of credit and financial institutions;
  • Contributing towards ensuring that the Authority fulfills its obligations and the regulatory requirements emanating from EU regulations and directives as well as any applicable local legislation;
  • To liaise with Senior Management as required to achieve the objectives of the function, including contributing to departmental priorities outside of own area of responsibility;
  • To deputise for the line manager where and as required;
  • Other ad hoc related duties as may be required by Senior Management of the function from time to time and to report on the outcome of such assignments as may be appropriate and necessary.

About You:
  • The required candidate should have a solid academic background in Law, Accountancy, Banking, and Finance or in Economics or another related background which may be considered relevant for this post. Possession of a post-graduate degree in a discipline relevant to the financial services sector would be considered an asset.
  • The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.
  • The applicant should also possess a minimum of five (5) years of working in a relevant area. Candidates with longer working experience relevant to the role will be preferred.
  • If you do not have the necessary academic or professional qualifications but you have at least ten (10) years of relevant experience in a similar role, we would still be interested in speaking with you.
