Job Description (Roles and Responsibilities)  

The British High Commission (BHC) in Malta is part of a worldwide network, representing British political, economic and consular interests overseas and is now looking for an Assistant to the Fiscal Crime Liaison Officer, HM Revenue & Customs.

HM Revenue & Customs (HMRC) is the UK’s tax and customs authority and is responsible for making sure that money is available to fund public services and for helping families and individuals with targeted financial support. For the Fiscal Crime Liaison Network (FCLN), this means reducing threats to UK tax regimes from organised crime, tax avoidance and evasion overseas, and pursuing and recovering criminal finances and other assets back into the public purse.

The main purpose of the Assistant to the Fiscal Crime Liaison Officer (FCLO) in achieving their objectives as set by HMRC to reduce threats to UK tax regimes from international organised crime, tax evasion and money laundering.

This involves providing essential administrative, operational and logistical and support to the FCLO, maintaining and strengthening the relationship between host agencies and HMRC, and contributing to the wider UK in Malta mission and supporting British High Commission goals and values.

As part of our team in Malta, you will play a pivotal role in delivering these objectives, and be part of a small and supportive team who work together to deliver a proportionately large impact for the UK’s values and objectives overseas.

 

Roles and responsibilities:

Conduct office administration duties under the instructions of the FCLO in accordance with policy and standard operating procedures. Duties include: organising, managing and maintaining records; drafting of letters and emails; maintaining office accounts; maintenance of asset and gifts and hospitality register; planning travel and visits; and organising liaison events.

Providing administrative, research and networking support to the FCLO as directed, including for exchanges of information and at official meetings and events. May require occasional attendance at events outside of normal working hours.

Management of the office record management system, ensuring all relevant material is captured and recorded appropriately, and made available at review periods as set out in standard operating procedures.

Monitor FCLO office mailbox and telephone so that messages are responded to in a timely fashion and / or directed as required.

Compile verbal and written briefings as directed by the FCLO, including regular monthly management reporting.

Provide Open-Source Intelligence (OSINT) research (at Tier 1 level) support ahead of events and meetings and to support operational knowledge.

Conduct searches of HMRC databases and records and create accurate reports and assessments to assist the FCLO in the delivery of team objectives.

Support bids for and maintain oversight of regional projects as required including: logistical support for visits, events and upskilling activities; monitoring and evaluation of their impact; monitoring budgets to ensure value for money; and producing narrative reports to deadlines.

Support broader corporate / embassy work and values as directed by the FCLO or requested by British High Commissioner / Deputy High Commissioner, especially during key diplomatic events (such as the King’s Birthday party) any crisis response.

Responsibility for driving the design, delivery, promotion and ongoing support for a program of events to build a lasting Women in Law Enforcement network in Malta, fostering collaboration and advocacy of women in the often male-dominated environment of law enforcement.

 

Essential qualifications, skills and experience

Proficiency in English (Oral and written), minimum C1 level under the CEFR or equivalent;

An adept organiser, with an eye for detail and a streamlined, practical approach to record management;

Excellent interpersonal & communication skills, and the ability to deal with senior level people with charisma and confidence;

A constructive, positive and collegiate attitude;

Good IT skills, especially standard MS Office applications (Word, Excel, Teams & Outlook), and keen to learn new and bespoke systems;

The ability to understand and process large amounts of data and information; turning this it into concise, accurate and insightful reports;

Relevant work experience, including evidence of engaging with stakeholders, customers and partners at all levels;

A commitment to upholding and forwarding the British High Commission’s values of Respect, Integrity, Professionalism and Expertise;

Experience of working in an area with a high level of personal responsibility; track record of being accountable for own actions / decisions;

Ability to work with minimal supervision and to prioritise own and colleague’s workloads where required;

Ability to respect the confidentiality of work issues and understands the personal and professional consequences of lapses in security;

Must pass vetting and obtain Security clearance to UK Official (Sensitive) level before commencing employment;

Flexible approach to work and travel; may include occasional attendance at events outside of normal working hours; occasionally travel at short notice weekends and/or public holidays; possible travel involving overnight stays and/or international travel.

 

Desirable qualifications, skills and experience

Knowledge of the Maltese language and political context;

Understanding of tax and customs matters, in both the UK and Europe;

An interest in Open Source Intelligence (OSINT) research;

An aptitude for analysing a wide range of information, and preparing draft reports of findings and conclusions;

Experience of working with a law enforcement agency in an investigation or intelligence environment;

Interest and experience in creating and delivering events and projects which support wider UK values.

This is a full-time, fixed-term contract of 12 months with possibility of extension.
